A mid-Heian poet of low official rank who was nevertheless appointed one of the four compilers of the Kokinshū, where thirty-six of his poems appear. He is counted among the Thirty-Six Immortals, and a treatise on ten styles of waka is attributed to him. His Hyakunin Isshu poem, on the cold indifference of the dawn moon after a lover's parting, was singled out by Fujiwara no Teika as a poem of outstanding excellence and was also admired by Fujiwara no Kintō. He was the father of Mibu no Tadami.
