A statesman of the mid-Heian period, fourth son of the chancellor Fujiwara no Mototsune. After the death of his brother Tokihira he became head of the clan and served as regent and chancellor, consolidating the power of the northern Fujiwara house from which Michinaga later sprang. Mild in temperament, he completed the Engi legal codes and kept a diary. Teishin-kō is his posthumous name. His Hyakunin Isshu poem asks the maple leaves of Mount Ogura to wait for the emperor's visit.
小倉山 峰のもみぢ葉 心あらば
今ひとたびの みゆき待たなむ
Ogurayama mine no momijiba kokoro araba / ima hitotabi no miyuki matanan
Maple leaves on the peak of Mount Ogura, if you have a heart, please do not scatter — wait until the Emperor comes to visit.
